ละคร ไฟรักเมืองแค้น (Heartless City) เป็นอีกหนึ่งผลงานการกำกับของ ลี จองฮโย ผู้กำกับละครเรื่อง I Need Romance 2012 เนื้อหาตีแผ่ด้านมืดของสังคมเกี่ยวกับปัญหายาเสพติด ธุรกิจผิดกฏหมาย และอาชญากรรม โดยนำเสนอเรื่องราวของสายลับ (ตำรวจ) และสมาชิกแก๊งค้ายาเสพติดรายใหญ่
เมื่อ ลี คยองมี ตำรวจและเพื่อนรักที่ ยูน ซูมิน นับถือดุจพี่สาวเสียชีวิตขณะปฏิบัติหน้าที่หลังแฝงตัวเข้าไปสืบความลับในวงการค้ายา ซูมินก็เหมือนอยู่ตัวคนเดียวในโลก เธอจึงเข้ามาสานต่องานที่คั่งค้างของคยองมีด้วยการเป็นสายลับทั้งๆ ที่รู้ว่าเป็นงานที่เสี่ยงต่ออันตราย แต่หลังจากแทรกซึมเข้าไปอยู่ในวงการค้ายาหวังจับฆาตกรที่สังหารเพื่อนของเธอ เธอก็ได้พบและเกิดตกหลุมรัก พัคซา หัวหน้าแก๊งค้ายาซึ่งไม่เพียงถูกตำรวจหมายหัว แต่ยังเป็นผู้ต้องสงสัยคนสำคัญในคดีฆาตกรรมเพื่อนของเธออีกด้วย
